Angell Surveys Ltd is publicly committed to achieving Net Zero greenhouse gas emissions by 2050.

From our Carbon Reduction Plan and Net Zero Commitment (ASL-IMS-05): “Angell Surveys Ltd is committed to achieving Net Zero greenhouse gas emissions by 2050 at the latest, and to reducing our emissions over time against the baseline set out below. This commitment is made publicly, is signed by the Director, and is reviewed and republished annually.”

Signed 13 October 2026 by Philip M. Angell BSc MRICS MCInstCES, Managing Director. Download the signed Carbon Reduction Plan (PDF).

This page is the public record of that commitment. Procurement and framework evaluators may cite it directly (https://angellsurveys.com/environment/) together with the signed documents linked below. The plan is published here, provided to customers on request, and updated at least annually with the current year's figures.

Baseline year and reporting basis

Our baseline year is calendar year 2026, the first full year with both offices and the current aircraft fleet. The baseline figures will be completed from fuel, mileage and energy records and published by 31 March 2027, on this page and in the plan. Until the baseline is complete, we report that our emissions are dominated by vehicle travel and that all other sources are small in absolute terms.

Emissions are calculated to the Greenhouse Gas Protocol Corporate Standard using the UK Government greenhouse gas conversion factors for the reporting year, and the plan follows the structure of the Cabinet Office Carbon Reduction Plan template.

Interim targets

The plan sets the following reduction targets against the 2026 baseline. The baseline figures themselves are published by 31 March 2027.

Reduction targets against the 2026 baseline

HorizonTarget against 2026 baselinePrincipal measures
2030 30% reduction in Scope 1 and 2 emissions Travel-reduction measures below; renewable electricity tariff; first electric or plug-in hybrid vehicle when a 4×4 with the required payload and range is available
2040 70% reduction in Scope 1 and 2 emissions; Scope 3 measured and reducing Fully electric fleet; all processing on renewable electricity; supplier engagement
2050 Net Zero across Scopes 1, 2 and material Scope 3 Residual emissions only, offset through recognised UK schemes (Woodland Carbon Code or Peatland Code)

Where our emissions come from

Angell Surveys Ltd is a small RICS-regulated surveying practice operating battery-electric unmanned aircraft from a London registered office and a serviced-office tenancy at Framlingham Technology Centre, Suffolk, with staff otherwise working remotely. We own no manufacturing, warehousing or crewed aviation. Our emissions arise almost entirely from four sources:

  1. Vehicle travel to survey sites (Scope 1): a small fleet of 4×4 vehicles carrying aircraft, ground-control equipment and crew. This is by far our largest controllable source.
  2. Electricity (Scope 2): principally a high-performance workstation used for photogrammetric and LiDAR processing, plus aircraft battery charging, office and home-working loads.
  3. Business travel not in our vehicles (Scope 3): ferries and accommodation for Isle of Man work, occasional rail travel, and staff home-to-site mileage in private vehicles.
  4. Purchased equipment, cloud services and waste (Scope 3): aircraft, sensors, computing, batteries, and the cloud storage and hosting through which we deliver data.

The aircraft themselves are electric. A fixed-wing VTOL covers in a single battery charge an area that would otherwise need a crewed aircraft or days of ground survey, so the choice of survey method is already our largest avoided-emission lever.

How we are reducing emissions

  • Second base closer to recurring work (2026). The Suffolk office at Framlingham, 12 miles from Sizewell C, removes repeated long-distance return journeys for weekly surveys on the Suffolk coast.
  • Fixed-wing VTOL productivity. One WingtraRAY flight covers several hundred hectares; large sites are completed in fewer site days and fewer journeys than multirotor or ground methods.
  • Electronic delivery only. All deliverables are issued through secure client portals and cloud links; no couriers, physical media or printed drawings.
  • Remote processing and monitoring. Field data is transferred by satellite broadband from the vehicle and processed centrally, avoiding return trips to collect or re-fly data.
  • Trip batching. Isle of Man survey epochs are combined with other island commissions on the same crossing.
  • Battery lifecycle management. Cycle-count logging, correct storage charge and retirement thresholds extend battery life; retired cells go to a licensed recycler.
  • Equipment longevity. Aircraft and sensors are maintained to manufacturer schedules and repaired rather than replaced; retired equipment is resold or recycled.
  • Planned. A renewable electricity tariff for the Suffolk office and home-working staff at the next contract renewal; a vehicle replacement policy favouring an electric or plug-in hybrid 4×4 at next renewal; annual emissions reporting in the plan; staff briefing on eco-driving and route planning.

Environmental policy

Our Environmental Policy (ASL-IMS-04) is aligned to ISO 14001:2015 clause 5.2 and sits within the firm's integrated management system. Our principal environmental impacts are vehicle travel to and from survey sites, the electricity used by our data-processing infrastructure, the lifecycle of the lithium batteries that power our electric unmanned aircraft, and the equipment and consumables we purchase. Our work also has a positive environmental role: it replaces crewed aircraft and prolonged ground survey with battery-electric aircraft, and it provides the measured evidence on which coastal, flood, habitat and carbon decisions are made.

We commit to:

  • complying with all applicable environmental legislation, including the Environmental Protection Act 1990 (duty of care for waste), the Waste Batteries and Accumulators Regulations 2009, the WEEE Regulations 2013 and the Wildlife and Countryside Act 1981, together with site-specific environmental conditions imposed by our clients and landowners;
  • preventing pollution and protecting habitats and wildlife at every site we survey: planning flights to avoid disturbance to nesting birds, livestock and designated sites, operating only from approved take-off and landing areas, and leaving no waste or spillage on site;
  • measuring and reducing our greenhouse gas emissions in line with the Carbon Reduction Plan, with the aim of achieving Net Zero by 2050 and the interim targets stated in that plan;
  • managing our aircraft batteries responsibly across their whole life: logged cycle counts, correct storage charge, retirement at the manufacturer's threshold, and disposal only through a licensed battery or WEEE recycler with documented transfer;
  • minimising waste and consumables: electronic delivery of all survey data and reports through our secure client portals rather than physical media or printed drawings, reuse of manufacturer transit cases, and repair before replacement of equipment;
  • preferring suppliers and specialist advisers who demonstrate their own environmental commitments, and buying equipment for durability and serviceability rather than short replacement cycles;
  • setting measurable environmental objectives, reviewing them at management review, and continually improving our environmental performance and this management system;
  • giving every member of staff the information they need to meet this policy through site briefings, RAMS and toolbox talks.

Environmental objectives

Reviewed at management review:

  • Establish a verified 2026 carbon baseline (Scopes 1, 2 and material Scope 3) by 31 March 2027 and report annually thereafter.
  • 100% of survey deliverables issued electronically; zero physical media or printed deliverables unless a client specifies otherwise.
  • 100% of retired lithium batteries and electronic equipment disposed of through a licensed recycler, with transfer documentation on file.
  • Zero environmental incidents or client environmental non-conformances on site.
  • Maintain our external environmental management assessment at its current level (Achilles UVDB Verify Category A, Environmental theme 100% in 2026) at each annual audit.

External assessment and regulation

Angell Surveys Ltd is a firm of chartered surveyors regulated by RICS (firm registration 819010). Our environmental management was assessed at 100% on the Environmental theme of the Achilles UVDB Verify Category A audit in 2026, and the objective above is to hold that level at each annual audit. The Managing Director owns the Carbon Reduction Plan; progress against its targets is a standing item at management review. Where a customer sets contract-specific carbon commitments, these are reported through the mechanism that customer specifies.
